When the new volume of fuel being injected is larger than the previous volume this percentage value of extra fuel is also added to help compensate for changes in the intake wall fuel film in transient conditions. This function is operating all the time including on exit of fuel cuts.
Appropriate setting of this value should reduce the need for Accel Enrichment.
